If you are from anywhere else, you will have to use a manual proxy:

After setting the manual proxy, go to:
http://www.stardoll.com/en/contest/view.php?id=3032
Hit Enter and log in to your suite. Choose a photo and click "Send to competition'. When the page loads, you can leave the proxy. The berret should be in your suite.
