If you are form the UK click HERE. Dress up the doll and click 'Save'.
If you are from anywhere else, you'll have to use a manual proxy:

After setting the manual proxy, go to:
http://www.stardoll.com/en/contest/view.php?id=2247
Hit Enter and log in to your suite. Dress up the doll and click 'Save'. When the page loads you can leave the proxy. The belt should be in your suite.
